The Briggs campaign has been absolutely clear from the start that theirs is not a road safety campaign, it's about legislative neatness. Tidy laws aren't necessarily a bad thing, but the number of STATS19 incidents isn't really the relevant issue here.
The backlash seems odd considering AFAIK cyclists aren’t being targeted or singled out? All the changes seem to be doing is bringing the law for causing death by dangerous cycling into line with that for death by dangerous driving. Or have I misunderstood?
