An important factor to note is that ICE, HSI, CBP, and other federal agencies have been training private citizens to perform law enforcement duties for several years. States and cities run similar "Private Citizen Academies" programs.
Those graduates, or anyone, can be deputized.

Seems like every town has a small group of THOSE assholes who will happily raise hell with their local school districts over Trump's crap. They're cowards, but loudmouth cowards.
It's also not an instant thing. We're about to face YEARS of persecution at best.
Targeting even a small number will have a massive chilling effect.
