It’s explicitly against their policy and goals for the preservation program, but just having SH2 and 3 ports easily obtainable would be a huge step. (Also, the mods are pretty easy to install)

SH1, sure. SH2 is literally abandonware (free!) on PC and can be played with the excellent Silent Hill 2 Enhanced Edition. A quick search will give you all you need to run the best version of this game on PC. SH3 is also abandonware, so out of the three... just SH1 is missing, I guess (epsxe, cough)
