The term ‘terrorism’ has been so abused since 2001 that it has no meaning anymore.

The current language at IRC § 501(p) is bad enough, and likely presents Constitutional due process concerns. This version seems to attempt to address that by saying the IRS Independent Office of Appeals can resolve disputes, although the U.S. district courts can review determinations too.

Looks like the American version of Putin's 2016 Russian Undesirable Organizations Law (Federal Law of 23.05.2015 N 129-FZ), Putin uses this to effectively silence any non profit that didn't tow the Putin line.

There is little doubt nonprofit rules need to changed to close the door to being used as vehicles for tax free political contributions. Abuse of nonprofit status is everywhere, but hardly from "terrorist supporting organizations."

If you hear the word 'terrorist' from a politician you are hearing PR. The word has been rendered useless by overuse from tendentious sources.
