They're not unserious. They're opportunistic. Japan doesn't want all of our scientists. They want their pick. $700M brings in roughly 50 top scientists, which would be a huge boost to Japan and a huge blow to us in whatever area Japan decides to target.

They're boosting Japan, not humanity.

Yeah it'll be the same everywhere else. The Public Uni sector is dramatically underfunded for the numbers of PhD students it produces already in Germany. They're not going to save most US researchers.

No, it's not that. He's saying that the amount of Japan's program is absolutely dwarfed by how much the US is cutting research, which is true.

It just doesn't matter to Japan, because they're not trying to save science. They're trying to take advantage of a fire sale.
