A cynic might say that "permitting" building typologies that you know won't be built, or will be built only at the margins and with great difficulty, is precisely the point.
An even more cynical cynic might say that problem number one is that you're dealing with Holyday and you might as well talk to your refrigerator: the light goes on, the light goes off, it's not going to do anything that it isn't already programmed to do and with him there aren't even snacks.
Why do residents feel entitled to comment on new builds? You've already got property. New builds are for people who don't own property, so the concerns of property owners don't matter. Is their demand? Is their land? Build 6 plexes. Lazy, wealthy individuals/institutions are holding Canada back.

I think that “poison pill” fourplex is technically legal but not viable don’t worry folks nothing will get built was pretty common to get federal $$$ from the Housing Accelerator Fund.
