In certain circumstances. Driving slowly in the right lane because you're using a donut. Funeral procession. Maybe if the visibility is really bad (though it's probably best to pull over then)

I find it confusing when they are used while moving on a city street… is the person turning left or right? Are they about to pull an erratic move? But on the highway I understand that hazards mean ‘slow moving’ (ie trucks going up grades) or ‘making sudden stop’ (ie car ahead of me sees traffic)

I was taught you should use them anytime you are going to maintain speed significantly below the speed limit (or flow of traffic/prevailing speed). Or when your vehicle may pose some other sort of hazard (idk, wide load?). Or when on the side of the road.

If you are going under 40 or 45 mph on the interstate it's a legal requirement AFAIK.

If traffic is stopped ahead of me, I put them on to alert people behind me.

If I see a hazard in the road *I* have to slow down for, I put them on to not be rear ended.

While moving if excessively under the speed limit where it could be a safety issue. Most notably, something like sub-40 on a 60-70 mph speed limit highway. Not for, like, 10-15 in a 25.

You should use them while stopped or moving slowly to indicate there's something wrong with your vehicle and other people should drive around you.
