I think Palpatine was PISSED that Vader wasn't able to control Tarkin.
And more pissed that Vader wasn't trying to overthrow and kill Palpatine.
It seemed like Palpatine blamed it all on him. He did win it all back by the time of Hoth.
It starts a couple days after Yavin and (IIRC) the first scene is Palpatine reading Vader the riot act.
