From my experience living 60 years in Europe and USA , bus lines don’t promote growth but trains and trams do. Bus line are too easy to be change/ cut. Permanent infrastructure like train trucks are safer bet for investment.
There's more permanence in bus rapid transit than a regular bus route. It is more rigid and the stations are welded down, in some cases having glass doors and realtime departure boards.
