The move to renew or appoint someone else is made by “HHS secretary, acting through the NIH Director,” per the email from acting director Matthew Memoli. A source at NIH said to their knowledge this is the first time the non-renewal thing has happened there.

The people making these decisions clearly don't know anything about what the NIH and it's various agencies do. As a retired RN of some 40 years and coordinator of an AIDS program in the 80s, Breast cancer program in the 90's this blind destruction is sadistic and historic.
