"Strange Bedfellows" is the episode. 1995. There have been a lot of them where Columbo did shady/entrapment kind of shit, but this one is just nuts. He lets a mob boss rough up and threaten the suspect and has undercover cops pretending to be enforcers trying to run the guy off the road!
