This reminds me of how in Missouri it's common to order hundreds or even thousands of defendants (usually for traffic citations) to appear in court at the same time, not allow most of them to enter the courthouse, and then issue bench warrants for their arrest for "failure to appear"

And they know that a lot of poor people can’t sit on the phone on hold for hours because they have prepaid cell phones with limited minutes. They want people to give up and then they reject their applications. There were long wait times when interviews were in person, but the interviews got done.
