I think it's always been a thing, at least w.r.t. their attitude - they think they're entitled to output just like L. Bob Rife [Snow Crash] thought he was entitled to the content of his developers' heads. It's just that unions, faculty senates, superstar profs have usually blocked them.

I'd hear about this stuff when I was at RPI, Cornell, U of Rochester, & even where I am now (smallish community college). There usually seemed to be ways to basically ignore the school - the schools never seemed to want to push the issue. But University faculty power's prob near an all-time low.

(One case sticks in my mind: when Louis Henry Gates left Cornell, he took with him all the work his grad students had done indexing 19th C African-American newspapers & used it to publish an excellent index. He was vilified inside Cornell for that, it very clearly trickled down from admin.)

In many countries materials produced by lecturers are regarded as owned by the employer since developing the materials is part of the job for which they are paid. If they produce something that would not be considered a normal expectation of the job then they retain personal ownership (eg textbook).
