This is a major drag on woodland creation. Vast areas could be opened up for woodland creation if we trusted in natural processes and didn't arrange to send taxpayers money straight back to business (eg tree nurseries). The area could be huge and the cost actually negligible, maybe a bit of fencing.

REVEALED: only 5% of Forestry Commission grants for woodland creation have been spent on the natural regeneration of trees, while the remaining 95% is spent on tree planting.

The government needs to change the rules.
