Defra tends to support business rather than the environment when there is a choice. Hence, perhaps, wanting tax-payers' money for woodland creation via planting to go to tree growers when the same money would support much greater woodland creation if by natural regeneration.

This is a major drag on woodland creation. Vast areas could be opened up for woodland creation if we trusted in natural processes and didn't arrange to send taxpayers money straight back to business (eg tree nurseries).
