AI being trained on the work of commercial artists is bad but it masks a larger problem with commodifying art. Becoming an artist rich & famous enough to be fodder for AI is about luck as much as talent. All artists deserve a UBI funded by the lucky few who become millionaires.

There are so many answers to the question, but I think it's the wrong question to ask. Poverty costs us trillions a year but we don't ask how that's funded. We just pay it. The big obstacle is just getting enough people to together create the political will necessary to do it. And also tax wealth.
