It is. The campaign ribbon on his chest is a World War I victory medal, which were made in March-April 1919. So basically this is a photo of a son returning to his family (and cat) after serving World War I, I guess the photo is from April-May 1919.
It's actually post-Pandemic, because look at the ribbon on his chest: It's a World War I Victory Medal, so it shows that the soldier had served overseas and has returned from Europe. So my guess is the photo is from Spring of 1919. Love this photo and this cat too.
