A basic principle of critical systems is that they need to be compartmentalized and redundant, so it's hard to take them down by attacking a single point of failure or hacking one user.

The broccoli-head gang seems to be going the other direction - setting up back-doors and super-admin access.

At a previous job, to work directly in PROD as a system admin I had to send a special request for a time slot, log in through a virtual machine, and all my actions were recorded so they could be audited later.

And this was a regular manufacturing company, not something tied to national security.
