If nothing can be done in America to stop the US government from destroying America's leadership in science and technology then the EU and UK need to be pragmatic about seizing European strategic opportunities that emerge through American decline.

I really hope so... my new plan now is to finish my degree here and then relocate to the EU if I can find a suitable company and member state for relocation.
Unfortunately there is ni such thing as "American science" or "European science". There is just "Science", and the USA funded a lot of scientific research. It is a loss for the whole scientific community.

I'm French and Finnish. I know our strengths and weaknesses. The USA was a scientific powerhouse that attracted top-knotch scientists from all over the world for a reason and for excellent choices they made to invest heavily in research. It is an incomparable loss to Science.

I hate to be the bearer of bad news, but the EU and UK have been above the US when it comes to science and technology for years. Education in the US mainly focuses on being a good worker and not a great thinker. Literacy rates are far too low to be competitive on the world stage

A lot of that will run through access to early stage capital, PE/VC funding and business-focused IP advice. European countries need to facilitate this much more effectively than they have.

Also, American students who want to study math and science at a university level are now facing a lack of job insecurity of they pursue this pathway... recruiting college students to study abroad and then work in the EU would also be amazing!

I know few retired people who would find those R&D opportunities amazing for the whole society. I don't think those retirees belong to Blue Labour's focus groups, though.
To seize opportunities you need to invest, and with the self-imposed restrictions on spending and attracting foreign talent/workforce, that level of investment doesn't seem forthcoming.

It depends entirely on sector, EU MS and research field. Some sectors are struggling, others related to rearmament, geopolitical strategy and pharma are doing OK. In many ways Euro higher ed might be heading back to Cold War era paradigms
I can't speak to funding, but German universities have cracked down extremely hard on anyone rude enough to notice what Israel is up to in Gaza, so not a welcoming environment. Denmark & Italy are anti-foreigners in word and deed.
