Leon XIII was a pope that fought for the working class, for welfare, union etc. at the end of the XIXth century and tried to modernize the Church.
Even the name he chose mean he is in line with Francis.
Anyone have a cite?
Should note that a majority of the cardinals were appointed by Francis so someone Francis-like being chosen was likelier than not.
