At first Sweden really did a clean sweep through old people's homes and lost a lot of people in high risk groups. After that the Swedes were reasonable enough to not need force to behave reasonably and prevent infections in order to keep their healthcare system within reasonable workloads.

Sweden also based the decision to not lock down on overall health.
Isolation is not good for physical issues (not visiting doctors for routine checkups) or mental.
Schools were open so children could still be with their friends and so
paid sick leave is also great to make ppl stay at home if sick
