In the fantasy thing I've got on the back burner I would say that Voldo would be highly unusual but, if described, would not be automatically dismissed as a fiction by the average city-dweller.
admittedly the main setting I work in isn't super serious as a fantasy but I looked Voldo up and he seems like exactly the type of freak I'd have hanging around.
Honestly, though, I feel like Voldo could live anywhere where there are large caverns and old men who are into BDSM. Even basic metallurgy for his claws is optional rather than essential.

I feel like my setting could produce a Voldo as an offshoot of the county that all start crabwalking as a "health craze" that is just coming under the psychic sway of a big crab monster. Gonna sign onto this idea immediately.
