That narrative as Starmer has confirmed, is hope that people will accept "make Brexit work" on the basis of the tinkering around the edges bringing enough *improvement* to daily life.

I'm sure he has no cunning plan to cross his red lines. It's just a matter of how the public reacts.

But the narrative is now positive, towards the EU. He has started a momentum which I doubt he will be able to harness, though no doubt he will try.

Essentially its the next stage continuation of the mugging off exercise to "normalise" Brexit and ensure that Labour does not get any scrutiny or push back. Just credit for fulfilling their pledge to (apparently) "make Brexit work"
