The real reason why both India and Pakistan calmed things down was that both are nuclear weapons states: neither India nor Pakistan wanted to be obliterated. Deterrence held. If only one side had had nukes, it would have been like Israel-Iran or Russia-Ukraine. Conclusion? Arm yourself with nukes.
