Managing to number of arrests favors easy, group arrests (workplaces, immigrants markets, churches, community orgs...), not more dangerous folks whose arrests require more investigation & risk (people who committed felonies).

I do agree with many of the principles and preferences you describe. I also prefer less coercive approaches holding all else fixed. But I have seen a lot of evidence that they don't work and create other problems in this context.
