Will Manchester United secure public funding for “New Trafford” and, if so, could we see a Subsidy Control challenge brought by a rival team? If I was advising I’d be emphasising the wider regeneration benefits, as set out below.

Today South Yorkshire Mayoral Combined Authority met to discuss the Subsidy Advice Unit report for the Doncaster Sheffield Airport. The report criticised Principles A, B, D, F and G, so it’s astonishing that it’s described as “broadly positive”. It’s not. Lots more work needed…

Doncaster Council needs to decide how to respond to this critical CMA report. They’ll probably choose to attempt to rectify their Subsidy Control assessment. However in the past proposals have been scrapped after critical reports (example below) citing additional legal risk. tinyurl.com/d2jvzz8p

In December 2023, Kemi Badenoch was bullish about Brexit telling the Sun that it was “working”. Had she realised the mistakes made by her predecessors, Boris Johnson and Theresa May, at that point? Or were they not evident at that time?

Well, UK productivity is at c.0.5% at the moment… ….and the IMF reckon AI adoption could boost productivity growth by 1.5% per year over a 10-year period and raise global GDP by 7%. So blame the IMF…

It’s difficult to see how a public authority could ever satisfy Principle F when establishing such a scheme. That’s because this principle requires the identification of the market & a meaningful understanding of the likely impact. The obvious solution is to time limit schemes, maybe to 4 years.

A good idea. That will remove the fuel from the firestorm & allow the government to get on with the job of improving the country. Indeed, to call for the removal of one UK party leader looks like opportunism, to call for two in a week looks like desperation.

5. The legal standard which public authorities have to meet still hasn’t been established. Perhaps the next edition of the Subsidy Control Statutory Guidance will require public authorities to put advance arguments within the green categories of the GLD Risk Matrix? That would seem sensible.
