You are unlikely to have a glut of stellar applicants as a new PI, so put out ads for multiple positions and hire the best people who apply, regardless of position. That said, trainees take more work on your part than techs, so don't overload with postdocs and grad students.

btw in the recently reopened Smithsonian Air& Space exhibit on the space program, Werner Von Braun is mentioned as he should be, in small print, below eye level, and with equal attention given to "Nazi" and "technically very important for the US getting to the moon"

Teaching students is a huge part of it, but beyond that, universities are sites of civilizational production, preservation, and transmission. That requires time and resources for deep, thoughtful research, and it requires some real measure of independence from political and economic power structures
