As across other policy areas, legislators either knowingly or through oversight don’t always see a direct correlation between injudicious law making and the growth of bureaucracy while clamouring for the scaling back of the latter!

As the piece acknowledges, comparisons w/ r/Europe can be tricky. There’s far greater transparency and control over snr mgt salaries for one as public servants than UK. UK HEIs also stifled by a panoply of metrics that are of govt’s making and are significantly responsible for this mgt expansion…

(2/2) In this respect, Australia would make for a much better comparison. No public universities elsewhere in Europe are contending with that. And indeed not for profits operating in the business school space are making a virtue of their slim management structures when recruiting.
