The US government doesn't consider itself under the jurisdiction of the ICC. Even if the UN issued an international arrest warrant, they'd have to go to a country that was willing to arrest them.

Unfortunately, in the US we are pathologically convinced that compulsory voting would be "compelled speech", which has been proscribed by the Supreme Court.
