When an elected councillor resigns or is removed shortly after an election, should their Party reimburse costs, and should they be allowed to field another candidate?

James you need to discuss defence spending on your programme. As a soldier in N Germany 1969 - 1971 I believe defence spending was approx 5.5% and I think somewhere in the region of 10 armoured regiments have since been stood down not to mention other military.
