I would suggest that comes later once supply improves. We need a wholesale shift of capital to new properties. The grandfathering & limit on NG to new properties should decrease the turn over. It would also encourage landlords to offer longer term leases, rather than flipping to make a quick buck.

Supply will not move unless there is a tax incentive. Either we keep flipping houses or they get serious about the issue and grandfather NG and CGT tax discounts on established properties. Then only offer on new builds.
