PSO2 JP is the worst I have had to deal with personally and it was pretty rough

For a brief period of time I was playing PSO2 on the Japanese servers before we got an official NA release and it was a challenge just to get the account set up, let alone pay for anything heh.

So far... SEGA JP is the absolute worst... but Squaresoft is a close second... then the awkward mess that is Nintendo.
I have no clue why Japanese companies feel like they are mired in the AOL era when it comes to financial systems.
