This. I saw a post yesterday by a (presumably) junior scholar canvassing opinion on a particular journal, having heard mixed things about it. Valorising journals over what gets published in them is the bane of this profession.

Speaking from unhappy experience in Soc, I’ll say that if your editorial policy for a flagship journal is that its papers should ideally advance both theory and empirics, what you will get is a boatload of empirical “I Introduce The Concept Of” papers where the concept is of no interest to anyone.
