I do this a lot, it's generally just better to eat the sometimes "this commit in a series of ten won't build" as long as it gets noted in the commit message I think. Or I'll bump the refactoring up in the order.

if your tests are full of boilerplate that is making it hard for you to read and write them, that is a problem with how you are writing tests. it does not call for spinning up the boilerplate factory
