A contract is a legally binding agreement, either written or verbal, between two or more parties, creating mutual obligations that are enforceable by law. It involves a promise to do or not do something in exchange for something of value, known as consideration.

The same reason they don’t means test beneficiaries of life insurance policies. You’re guaranteed a benefit when you pay onto it, or pay the premiums. A contract is a contract.
