Trump’s order stops short of Insurrection Act…BUT we’re on a slippery slope. Hegseth can mobilize as many National Guard and regular troops as he wants. They’re to protect “federal functions,” which is elastic. And once some use of military is normalized, won’t Trump seek any excuse to go further?
