Think they bought a bunch, took the design and started making their own.
Their ability to refuel planes on route to Africa is likely the biggest concern for Russia with out Iran and Syria as viable options.

I would argue it's for the same psychological reason though, the ICE agents are aware that there's a chance of retaliation for their actions. They don't want to be targeted at a restaurant or gas station while off duty. They should be scared, Americans are heavily armed & it's just a matter of time.

When I first started school, we were discouraged from using web searches for information for projects. By the time I was finishing they were teaching us how to find scholarly information on the internet because you can't stop people from using a tool, you have to teach them how to use it properly.
