In all the videos where ICE / DHS has been arresting people, I *always* hear the officers loudly proclaiming for the cameras "Stop resisting" as if it excuses their excessive force.

How are ANY of these *policy* provisions going to survive the Senate Parliamentarian review of what can and what cannot be in a *privileged* budget reconciliation bill? If the bill loses that privileged status, it will require 60 votes to pass in the Senate. Do I understand this correctly?
