it looks bleak, we know offshore wind is required for system stability, you simply cannot build enough BESS but if LT build 700MW and Estonia build, it doesn't leave a lot of space for Latvia. especially if they need to find 1-2Bn Euro in support money to hold market prices higher in high generation
