There is some semblance of process, but it's certainly fast-and-loose while also inconsistent with the underlying "authority" cited (e.g. INA provision). Since not everyone chooses to fight, only the habeus cases end up demonstrating the flaws.

It's pretty clear that there is no regularity to these actions, and certainly nothing humane about most of them. More often than not, the cruelty is excruciating to a point of subjugation and mass unrest.
Wearing an ICE or FBI badge seems no different than Proud Boys & Oath Keepers. Just sayin'.

Reports are that DHS (main), HSI, FBI, ATF and even DEA are involved in many of these kidnappings. It's not 100% ICE. They are producing their ID to the local PD or courthouse, but otherwise not displaying ANY insignia, unique identity or affiliation. abcnews.go.com/Politics/dhs...
