Not just Constitutional rights… any rights. The President cannot legislate through executive order. EOs are effectively implementing instructions or operations policy for the executive branch. They are not substituting federal law or processes.

Let’s be clear… they’re not accusations by the committee…they’re findings. Evidence was presented. Accusations by others made. That evidence and accusation was evaluated and found credible. It was a finding, which makes all of this even more problematic. While not a trial, it wasn’t an accusation.
