The GOV needs to have their LEO 'training' reviewed, and if it does not meet CA POST certification minimum's they are not qualified to act as LEO's in the state. That includes UOF, Chemical Agents, Baton certifications. CA POST standards are high. Some Feds in CA can only act as cops on fed land
