I use a spoon for my popcorn.
Sounds weird, but I like a LOT of olive oil on my popcorn. It’s the perfect amount of popcorn, too.

Make a warm water slurry bring that, cocoa powder is mildly hydrophobic with cold liquids and will clump. When it’s in solution it will mix better with the milk. Have fun!
