They are chronically underfunded, and fall into disrepair because we refuse to maintain them. It is a choice we make every time we instead choose to increase the budget for cops. Every time a city approves a luxury condo, they are effectively taking away housing from normal people

Disregarding the fact that there is low income housing in every city in the US, and that several other countries have vastly superior models to us, the issue is that there isn't enough of it. Companies do not build it because they are incentivized for more expensive developments.
