This is not actually that complicated. Everything that is being described here is stuff that the DoD itself ordinarily considers impermissible “direct assistance” to civilian law enforcement. The admin is just making something up and people are running with it like it’s legally meaningful.

That's one of the things that is generally different from the US and France. France has a public that is socialized to accept protest. It's like bad weather annoying but you work around it. The US media has spent half a century treating protest as violence that you shouldn't have to deal with
