Am I missing something? 343 is a known system that has been used a ton, and some variation is used at many levels of soccer. The biggest issue is having the right players for it as it isnt as easy. Plus these days formations aren't as strict where you see the 442 lines at any given time.

I thought about this before having the same justified reaction. The only, and I mean only, reason I can think this is justified by Jeffries is if he is worried the GOP is going to hold a vote on that reconciliation bill while they are gone and he needs the votes to allow GOP defectors to defeat it.
