GAO reports to the Legislative Branch and is headed by the Comptroller General who has a term of 15 years. Our current Comptroller General was appointed in 2008.

Only after that would I think that I might have fraud. Fraud is a dangerous word to use right out of the gate. You are assuming ill intent when you haven’t gone through the steps to prove your case.
