exactly, plus consider the existing research infrastructure and resources which may not necessarily be available in those countries but are needed to conduct the research. going even broader these also bring to the table a brain drain problem in the US.

this is good and all but transferring the burden to another country is not a sustainable solution. USA scientists with proper support cannot back down now. Sadly people only learn when they experience loss of something so if necessary let them realise what they are losing.
