Failed or lucrative there's a lot to be said for creating utility cooprrative with central or regional government assistance in the event of catastrophic issues and development. I'd certainly agree that shareholders in failing privatized utility companies shouldn't get subsidies or compensation.

How about a profit cap on privately owned utility companies? An emphasis on reinvestment to improve services and quality of product rather than overpay dividends and executives. Capitalism needs controls to curb rip offs.
