Create the float you care about for powers of two. Typecast to integer both your floats take the exponential and sign bits of the one you are trying to round and the mantissa of the one for your multiplier using bitwise and plus addition. That should be fairly decent approximation but haven't proved

So the upper quintile is 50.4% of the income. So the top 1000 is encompassed fully within them and to go from $74.5k to $35.5k requires the top 1000 to make ~52.35% which is false as the upper quintile isn't even that high. www.statista.com/statistics/2...

You can't really determine what individuals are going to do but can look back at previous results will be if they choose to ignore them. George W Bush was polling as low as 30 in 2006 resulting in Democrats flipping the Senate to 51-49 by winning six Senate seats. Note that's Reid and not Schumer.

That's not what I said. I said their fear is they get primaried if they don't support him. Currently they fear getting primaried more than losing the general election. As his popularity goes down this will rebalance where they have larger fears.

Because his popularity controls if they feel they can counter against him with safety. If he's unpopular enough they don't have to worry about a primary because they opposed him.
